These are homeless people on the steps of the state capital in Jefferson City, Missouri after marching approximately 135 miles from St. Louis, Missouri led by homeless advocate Rev. Larry Rice to dramatize the plight of  homeless people. Rev. Rice is currently running for governor of Missouri.
