Portland, Oregon: After living on the streets for a year in Arkansas, Robert, 41, moved to Oregon to find work fishing. He searched in vain. Oregon's fishing industry is depressed, and the state has an 8.5 percent unemployment rate. Portland provides food and shelter for the homeless, but Robert prefers his independence and panhandles for the $13 a night he needs to stay at a hotel.
